Amendments to the Act “On the personal data" have passed the first reading
On November 20, 2009, the State Duma of the Russian Federation has approved the bill of modification of the Federal Act “On the personal data” (excluding a requirement to use cryptographic protection facilities for the personal data and extending the term within which the information personal data systems created before it should be adjusted in accordance with the requirements of the Act) in the first reading. It was Anatoly Aksakov, President of Association of Regional Banks of Russia, who suggested to carry over the terms of adjusting the information personal data systems in accordance with requirements of the Act 152.
In his letter Aksakov has specified that it’s very much difficult for operators of such information systems – credit organizations – to provide the demand protection of the personal data from illegal access purely from the technical point of view – as for the reasons of substantial growth of capacity of the equipment, and the challenges of making a complex of necessary organizational actions.
Anatoly Aksakov noted, that all main works on adjusting the information personal data systems in accordance with the requirements of the Act had happened to be made in the crisis, when companies had been out of resources and people had worked in extremely tough, intense conditions.
