Dmitry Medvedev, the President of Russia, instructed IT companies to build up in the next few years a system to provide governmental and municipal services in electronic form all across Russia. The electronic social card, based on the national payment system card products, will be used as an identifier to get access to the System.
The social card will essentially extend the opportunities to pay for governmental services and to get non–cash social benefits: the card will provide Russian citizens with an access to governmental electronic services of all departments throughout the country. According to the experts, this system of social cards would cost more than 75 billion roubles.
The first stage of the social information system development in Russia is finished: the system project of social card application is developed and all further work will be based on it. In November, 2009, Russian Ministry of Public Health and Social Development held the competitive tender on the system project development. IT Company won the tender, and microelectronics manufacturer - Angstrem, integrators – Compulink, Korus Consulting, IBS as well as URPS payment system (ex-SBERCARD) and scientific and technological center Atlas joined the consortium.
