MTS has prepared proposals for the bill “On the National payment system”, suggesting to give telecommunication operators the status of National payment system members. In this case subscribers will be able to pay for goods and services from their accounts and sellers will pay 1.5–2% commission to the operators. If this project is implemented, by 2014 the accumulated mobile commerce revenue of all mobile operators will reach $40 million.
At present the bill “On the National payment system” provides only banks, the Federal Treasury, professional securities market operators, Russian Post and payment acceptance networks with the status of the member.
