Mobile
subscribers will be able to pay for goods and services at the banks without
opening bank account. Deputies of “Edinaya Rossia” Vladislav Reznik and Youri Isaev
introduced a bill that will allow to pay for goods and services with the mobile
phone. The bill is being prepared by the State Duma. The legislators are going to
introduce the amendments to the Banking and Communications laws to “create
legal environment for development of mobile payment institution”.
Mobile operators
already provide this kind of services by selling prepaid cards but the federal
laws don’t regulate this activity. Now the banks will be allowed to carry out
obligations settlements with individual that don’t have accounts in these
banks. The bank will sign an agreement with mobile operator on providing this
kind of services. The mobile operator will enable interaction between the bank
and the client and will transfer its client’s money to the financial
institution.
The subscriber
will have to send SMS to use this service. After that the mobile operator will take
a certain amount of money from the subscriber’s account and send it to the
bank. The bank will settle the accounts with the goods or service provider.
