"United Settlement System" Non-banking Credit Organization (USS) was established in August 1999 as a settlement bank of STB, a major Russian payment system. At present USS performs the functions of the Organizer and the specialized settlement centre of the system of the same name, which combines ATM networks of various banks into one network open to cardholders of all system members on preferential terms.

The on-line gross settlement system realized and functioning in the USS does not have Russian equivalents and provides for customer settlements practically 24 hours a day, 7 days a week with the use of bank account management remote terminals via the  Internet. The payment settings in the gross settlement system envisage mandatory checks of the members' balance of accounts, which constitutes the major factor of stability not only of USS system and ALLURE, but of the United Settlement System Non-banking Credit Organization at large.
