Payment Systems. In Russia & other FSU countries:

The USS Non-banking Credit Organization consolidates on uniform technological and financial terms ATM networks, cash disbursement and payment offices of several dozen Russian credit organizations incorporated by a common trade mark. The joint cardholder servicing infrastructure   consists of about 5000  ATMs geographically spread from Belarus to Kamchatka and some several hundred member banks’ offices servicing bank cardholders.

Settlements between system members are performed by “United Settlement System” non-banking credit organization, which completely rules out the members’ credit risks because non-banking credit organizations are precluded by law from

• performing credit operations and placing free cash into financial credit documents,
• opening correspondent accounts in banks the investment rating of which is under BB according to S&P, Fitch, Moody’s classifications..

The United Settlement System project has been approved by the Bank of Russia and fully complies with the Russian Federation Government's administrative policies with regard to developing a public payment infrastructure in the country.
