Since summer of 2009 the Ministry of Communications and Mass Media of the Russian Federation has received from Roskomnadzor, various associations and telecoms operators more than 160 proposals considering the Act “On the personal data”. On the summer of 2009 the regulator declared for the first time that the term of coming in force for the requirements of the law will not be changed (January 1, 2010). The Ministry has used these proposals to create 15 legislative initiatives which will be shortly introduced to the government.
On July 8, 2006, the State Duma of the Russian Federation passed the Act 152 “On the personal data”. According to the Act, the information personal data systems created before the term when the Act comes into force, should be adjusted in accordance with its requirements not later than January 1, 2010. In the meantime, personal data operators declare that they have not enough time to adjust their information systems in accordance with the requirements of the Act.
