Russian government develops amendments to the legislation according to which Russian banks will be obliged to return its clients all money stolen by swindlers from their cards before its blocking, including, by cash withdrawal in ATM.
In its turn, the card holder, if his money are stolen by swindlers, will lose 10% of all money on his card account, but no more than 3 minimum rates of labour payment – 12,900 roubles. And the bank will compensate the cardholder the rest of money stolen from the account. To bring this norm in the legislation of the Russian Federation, some amendment to the Civil code of the Russian Federation needs to be approved.
