find their solutions and identify the prospects for their development.
Market participants’ special interest to the Forum is dictated by the role

      <description>The company Mobile TeleSystems (MTS), MasterCard Worldwide and MTS-Bank announced the beginning of&amp;nbsp;sales of&amp;nbsp;the first in&amp;nbsp;Russia NFC-based payment solution that allows making contactless payments for goods and services from a&amp;nbsp;mobile account using MasterCardPayPass technology. 
NFC-payments set includes SIM-card with encrypted MTS Money bank card and flexible NFC-antenna. This solution allows MTS subscribers to&amp;nbsp;make one-touch payments for goods and services with their mobile phones by&amp;nbsp;sweeping them at&amp;nbsp;NFC-reader at&amp;nbsp;checkout. The payment amounts will be&amp;nbsp;debited from the bank card account. This solution is&amp;nbsp;compatible with almost any model of&amp;nbsp;mobile phone or&amp;nbsp;smartphone even if&amp;nbsp;it&amp;nbsp;doesn’t have built-in NFC support. 
At&amp;nbsp;the first stage SIM-cards with NFC support are available at&amp;nbsp;MTS shops in&amp;nbsp;Moscow and the Moscow region. MTS is&amp;nbsp;going to&amp;nbsp;start sales in&amp;nbsp;other big Russian cities till the end of&amp;nbsp;the year.

      <title>Tieto Provides Contactless Technology Solution for Mobile NFC Project of MTS and MasterCard in Russia</title>

      <description>Tieto has provided an&amp;nbsp;advanced Tieto Card Suite Contactless host solution for MTS Bank, issuer and acquirer of&amp;nbsp;payment cards. The delivery is&amp;nbsp;part of&amp;nbsp;the Near Field Communication (NFC) project implemented by&amp;nbsp;telecommunications operator MTS and MasterCard. 

This is&amp;nbsp;the first NFC product with the contactless MasterCard® PayPass® in&amp;nbsp;Russia, released for mass usage without region and merchant network limitations technology. Russian consumers can now pay for their purchases without having the traditional plastic bank card present. 

All they need is&amp;nbsp;a&amp;nbsp;mobile phone with a&amp;nbsp;special SIM card with built-in NFC chip. 

For consumers, this new service offers faster and more convenient payments, increasing the flexibility and speeding up&amp;nbsp;the buying process to&amp;nbsp;a&amp;nbsp;matter of&amp;nbsp;seconds by&amp;nbsp;simply holding a&amp;nbsp;mobile phone to&amp;nbsp;POS (Point of&amp;nbsp;Sale) terminal.

      <title>CyberPlat®: Payment Acceptance in Favour of State Authorities Now Covers all Russia</title>

      <description>CyberPlat® payment system and PLATINA commercial bank, the settlement bank of&amp;nbsp;the system, have expanded cooperation with the Federal Treasury in&amp;nbsp;accepting payments from individuals towards payment of&amp;nbsp;federal taxes and dues on&amp;nbsp;a&amp;nbsp;national scale.

Connection to&amp;nbsp;SIEI allows avoiding data interchange with each state agency individually. As&amp;nbsp;a&amp;nbsp;result, payments for state services are effected directly in&amp;nbsp;favour of&amp;nbsp;a&amp;nbsp;state or&amp;nbsp;municipal authority via the special informational payment gateway.
In&amp;nbsp;order to&amp;nbsp;pay taxes or&amp;nbsp;dues, now it&amp;nbsp;is&amp;nbsp;sufficient to&amp;nbsp;enter the index of&amp;nbsp;the payment instrument specified at&amp;nbsp;the top of&amp;nbsp;the Federal tax service notification and the payer’s full name. In&amp;nbsp;order to&amp;nbsp;pay fines issued by&amp;nbsp;traffic police it&amp;nbsp;is&amp;nbsp;required to&amp;nbsp;specify either the date and number of&amp;nbsp;the penalty charge notice, or&amp;nbsp;the vehicle registration certificate number. All payments are effected in&amp;nbsp;real-time mode.
Currently, such payment recipients are the Federal Tax Service (FNS) and the Ministry of&amp;nbsp;Internal Affairs (MVD). Within the limits of&amp;nbsp;the existing technological solution there are plans to&amp;nbsp;connect the Federal Migration Service (FMS), the Federal Bailiff Service and the Russian State Register. Over the longer term individuals will be&amp;nbsp;able to&amp;nbsp;make quick, convenient and secure payments for such state services as&amp;nbsp;registration of&amp;nbsp;rights to&amp;nbsp;immovable property and transactions involving such property, state expert examination of&amp;nbsp;land use planning documentation, drawing-up and issuance of&amp;nbsp;passports, registration of&amp;nbsp;citizenship, obtaining certificates on&amp;nbsp;the progress of&amp;nbsp;enforcement proceedings, and many others. CyberPlat® payment system strives to&amp;nbsp;make payment acceptance in&amp;nbsp;favour of&amp;nbsp;state authorities as&amp;nbsp;much convenient and comfortable for the population as&amp;nbsp;it&amp;nbsp;is&amp;nbsp;possible.

      <title>NFC Mobile Devices with Fingerprint Security Protection Expected This Year</title>

      <description>A&amp;nbsp;new fingerprint sensor from Authentec is&amp;nbsp;now being designed into a&amp;nbsp;number of&amp;nbsp;new devices so&amp;nbsp;that NFC phone users can add an&amp;nbsp;extra layer of&amp;nbsp;protection to&amp;nbsp;their mobile wallets, the company says.

Biometric sensor specialist Authentec has introduced a&amp;nbsp;new fingerprint verification sensor that has been specifically designed to&amp;nbsp;protect access to&amp;nbsp;NFC mobile wallets&amp;nbsp;— and the first phones and tablets to&amp;nbsp;include the product are expected to&amp;nbsp;hit the market by&amp;nbsp;the end of&amp;nbsp;this year.

The AES2750 builds on&amp;nbsp;Authentec’s existing mobile phone fingerprint sensors, featured in&amp;nbsp;a&amp;nbsp;number of&amp;nbsp;Japanese phones such as&amp;nbsp;the Docomo Regza, built by&amp;nbsp;Toshiba.

The device packs a&amp;nbsp;192 by&amp;nbsp;8&amp;nbsp;pixel fingerprint sensor array and support for both multiple encryption technologies and one time password (OTP) generation. Features include a&amp;nbsp;new, flat package design, with a&amp;nbsp;narrow Y-dimension and rounded edges. 

That means, Authentec says, it&amp;nbsp;can be&amp;nbsp;mounted «in&amp;nbsp;narrow spaces or&amp;nbsp;edges of&amp;nbsp;smartphones and tablets as&amp;nbsp;well as&amp;nbsp;through-hole glass mounting for touchscreen-enabled mobile devices».

The AES2750 also includes the ability to&amp;nbsp;interact directly with payment applications stored within an&amp;nbsp;NFC secure element and provides direct NFC radio control, based on&amp;nbsp;positive authentication of&amp;nbsp;the user&amp;nbsp;— ensuring that only the registered user of&amp;nbsp;a&amp;nbsp;device can gain access to&amp;nbsp;the mobile wallet.

«This is&amp;nbsp;a&amp;nbsp;highly complementary solution to&amp;nbsp;NFC m-commerce smartphones, compatible with today’s NFC and secure element subsystems to&amp;nbsp;provide strong transaction security with an&amp;nbsp;ease of&amp;nbsp;use and convenience exceeding PIN, password or&amp;nbsp;pattern-based security. Early feedback from smartphone and tablet OEMs has been very positive, particularly about sensor aesthetics and security, and we&amp;nbsp;already have design wins for this ’made for mobile commerce’ sensor. Those first devices are expected later this year,»&amp;nbsp;— Authentec’s Brent Dietz has told to&amp;nbsp;journalists.

As&amp;nbsp;well as&amp;nbsp;phone and tablet makers, the company is&amp;nbsp;also «engaged with mobile wallet providers, carriers and handset OEMs on&amp;nbsp;NFC-related programs,» CEO Larry Ciaccia told analysts during the company’s Q1 2012 earnings call last week.

      <title>Russian Government Plans to Ban Cash Salaries</title>

      <description>Russiaґs Ministry of&amp;nbsp;Finance has prepared a&amp;nbsp;draft document that obliges all companies across the country to&amp;nbsp;transfer payments to&amp;nbsp;their employees via bank accounts only, Russian mass-media report. 
This comes as&amp;nbsp;part of&amp;nbsp;an&amp;nbsp;initiative to&amp;nbsp;cut the amount of&amp;nbsp;cash in&amp;nbsp;the economy, which should save it&amp;nbsp;up&amp;nbsp;to&amp;nbsp;$17.5 bln a&amp;nbsp;year.

According to&amp;nbsp;the draft, cash salaries should be&amp;nbsp;abandoned altogether, with a&amp;nbsp;single exception made for small enterprises employing less than 35&amp;nbsp;people.
A&amp;nbsp;second document binds all Russian shops to&amp;nbsp;install special POS terminals that allow customers to&amp;nbsp;pay by&amp;nbsp;card. Smaller stores with annual revenues below $64,500 wonґt fall under the obligation.

Currently, cash settlements between Russian companies are subject to&amp;nbsp;just one restriction: only contracts with a&amp;nbsp;value of&amp;nbsp;up&amp;nbsp;to&amp;nbsp;100,000 roubles can be&amp;nbsp;settled in&amp;nbsp;cash.

«The share of&amp;nbsp;cash accounts for&amp;nbsp;25% of&amp;nbsp;the total money supply. In&amp;nbsp;developing economies the figure stands at&amp;nbsp;around&amp;nbsp;15%, in&amp;nbsp;developed [ones]&amp;nbsp;— at&amp;nbsp;about 7-10%,» Russia’s Finance Minister Anton Siluanov said earlier in&amp;nbsp;the year. 

Such a&amp;nbsp;huge amount of&amp;nbsp;«live» money nourishes a&amp;nbsp;shadow economy, which accounts for about&amp;nbsp;30% of&amp;nbsp;Russia’s GDP, experts say.
In&amp;nbsp;Russia, each bank card is&amp;nbsp;used to&amp;nbsp;effect on&amp;nbsp;average just 3&amp;nbsp;to&amp;nbsp;4&amp;nbsp;operations a&amp;nbsp;year, says Dmitry Vishnyakov, director for operations with governmental bodies at&amp;nbsp;Visa. For comparison, in&amp;nbsp;Poland the figure stands at&amp;nbsp;15, in&amp;nbsp;the&amp;nbsp;UK at&amp;nbsp;50, and in&amp;nbsp;France&amp;nbsp;— at&amp;nbsp;70.

German Gref, head of&amp;nbsp;Russia’s banking giant Sberbank, voiced the need to&amp;nbsp;cut cash in&amp;nbsp;circulation last year. According to&amp;nbsp;the bank’s research, excessive cash in&amp;nbsp;the Russian economy creates direct losses of&amp;nbsp;1.1% of&amp;nbsp;its GDP annually, totaling $17.5 bln in&amp;nbsp;2011.

However, some experts remain critical about the initiative, saying the key to&amp;nbsp;success is&amp;nbsp;better infrastructure that would make Russians turn to&amp;nbsp;non-cash settlements. This, in&amp;nbsp;turn, should be&amp;nbsp;coupled with better financial literacy among Russians, believes Ivan Oskolkov from Russia’s Ministry of&amp;nbsp;Finance.
