14 million Russians have set self-ban on loans
According to the United Credit Bureau, over the seven months of the service's operation, Russians have filed 15.7 million applications for self-ban on loans and 1.1 million applications to lift it, representing a 7% lift of previously established loan restrictions.
As of October 1, 2025, 14.0 million Russians had set a self-ban on loans.
The overwhelming majority of citizens continue to choose the format of complete self-ban on loans: 14.3 million applications were submitted for this type of ban (90.9% of the total number of applications). A total of 677,860 applications (4.3%) were submitted for a ban on online loans from banks and microfinance organizations (MFOs). A total of 246,440 applications (1.6%) were submitted for a complete ban on loans from MFOs. A total of 221,020 applications (1.4%) were submitted for a complete ban on loans from microfinance organizations and online loans from banks. The remaining 1.8% of applications were submitted for other combinations of available self-ban options.
Citizens aged 35-45 are the most active, accounting for 21% of all self-bans approved, while those aged 45-55 and 55-65 account for 20% each. 17% of self-bans were set by citizens over 65, and 12% by Russians aged 25-35. Young people under 25 account for as few as 9% of self-bans.
Regional breakdown
The Murmansk Region was at the head of the regional rankings for the proportion of citizens with self-bans: 18 people for every 100 residents in the region have an active self-ban on loans. The Magadan Region and the Yamalo-Nenets Autonomous Okrug are among the top three of this ranking, with 16 out of 100 residents witg self-bans.
