NSPK proposes incentive program for banks implementing biometric acquiring

Financial support for banks was discussed at the regular meeting of the Council of Payment Market Participants and Users, chaired by Dmitry Dubynin, CEO of the National Payment Card System (NSPK).
According to Dmitry Dubynin, such incentive program should facilitate the development of biometric payments in Russia.
"We have proposed specific indicators to banks participating in the biometric services platform that will be linked to customer transaction activity and the expansion of the biometric payment acceptance network. Implementing the technology does require certain inputs, including financial ones, so the NSPK is ready to assist banks in implementing the project. Council members supported the measures proposed by the NSPK,” commented Dmitry Dubynin.
The council meeting also considered introducing an interbank incentive for those Mir payment system participants who were able to return funds stolen by fraudsters to customers. According to the program, under the “Good Will” service, the paying bank can receive a 5% reward, up to a maximum of 5,000 rubles per transaction, from the bank that received the refund. There will be no additional fees charged to the benefit of NSPK.
“The NSPK previously announced this opportunity, but it was necessary to discuss it with market representatives before making a decision. As a reminder, under this service, banks can voluntarily negotiate the return of funds stolen by fraudsters. “Good Will” has been in effect since September 2023, and since then, more than 123 million rubles have been refunded free of charge,” said Dmitry Dubynin.
