Central Bank needs no court judgement anymore to block phishing sites

Fraudulent sites of illegal credit organizations, financial pyramids and phishing information resources can now be blocked at the initiative of the Central Bank.

A federal law became effective on December 1, 2021 to amend some legislative instruments of the Russian Federation, including the laws “On the Central Bank of the Russian Federation (Bank of Russia)” and “On information, information technology and information protection”. Previously, it might take months to have fraudulent sites blocked.

Now the Bank of Russia governor and his/her deputies will be able to submit a notification of illegal offers on the Internet as regards banking, insurance and other financial services, including information prompting to participate in financial pyramids, to the Prosecutor General Office of Russia, which has the power to request extrajudicial blocking to be undertaken by Roskomnadzor, Russia’s telecom and media watchdog.

Apart from that, the law prohibits posting information on the Internet, which facilitates unlawful access to information systems of banks, securities market professionals, non- credit financial institutions, money transfer operators and a number of other payments market players, as well as to their client databases. At the same time, the Bank of Russia will be able to file a legal claim in court seeking the access to such Internet resources to be restricted.
