“According to our estimates, over the current year, the price of a dropper card has increased five to six times in recent months - from 5-6 thousand to 30-40 thousand rubles, and droppers have to change accounts in hundreds and thousands per day, because banks have learned to quickly block them,” Shablya emphasized.

Drop cards are bought and used by shadow financial services platforms based on technologically advanced software. The Bank of Russia monitors the activities of such platforms, including new trends and schemes. One of the fraudsters approaches is a “warm up” of the dropper card, starting from normal transactions to lull the bank's vigilance, and then suspicious fraudulent transactions are made.

The Bank of Russia's goal is to make it more difficult for banks to be used for shadow schemes. It is planned to create a centralized system for identifying dropshippers and transmitting information to banks, even those that do not yet serve such clients, Shablya concluded.
