The 5th International PLUS-Forum “Digital Uzbekistan” Day 1 roundup

The 5th International PLUS-Forum “Digital Uzbekistan”, supported by the National Agency for Perspective Projects and the Chamber of Commerce and Industry of the Republic of Uzbekistan, took place in Tashkent. The first day was devoted to the discussions of current trends, namely digitalization of the government, business and society, regulation and security of the financial sector, innovations in the crypto industry, interaction of retail with banks, the main lines of fintech development, the adoption of AI-based technologies and many more.


“Digital Uzbekistan” brought together key market stakeholders from Central Asian countries and the EAEU members, as well as world-class international and regional experts.The Forum's business program included the widest range of issues related to the deeper digitalization of the financial sector, including the further introduction of innovative technologies in government agencies, banks, fintech and retail. When opening the business program of the conference, Steering Committee Co-Chairman Konstantin Grizov addressed the audience with a welcoming speech. He emphasized the importance of the Forum as a unique platform for business communication and discussion of current issues of market development.

“PLUS-Forum is taking place for the fifth time in the beautiful city of Tashkent. Uzbekistan has become not only a hospitable venue, but also an important part of the international fintech dialogue,” said Konstantin Grizov.

Konstantin Grizov also announced the expansion of the PLUS-Forum geography: in the fall of 2025, Yerevan will host a new international PLUS-Forum, FinnoWay Armenia, to be held in collaboration with the Central Bank of Armenia and the national processing center ArCa. The event will take place on November 11-12, 2025.

 Binur Zhalenov, Chief Digital Officer, Advisor to the Governor of the National Bank of the Republic of Kazakhstan, discussed the prospects for the development of the National Digital Financial Infrastructure of Kazakhstan. Among the main areas are digital biometric identification, interbank payment systems, the Open API platform, the national Anti-Fraud Center, etc. The National Bank is building a digital ecosystem that includes biometric identification, centralized settlement systems and tools for creating innovative financial services. The central area is the introduction of the digital tenge.

Vladimir Vasiliev, Managing Director, Octobank, devoted his report to the situation in the cross-border transfers segment and innovative solutions in Internet acquiring from a perspective of the market of Uzbekistan. According to the speaker’s forecasts, the global e-commerce market will exceed $56 trillion by 2028.

The global cross-border transfers market is growing at an equally high rate. Electronic wallets, QR solutions and DFAs are getting increasingly popular, along with local payment technologies such as KYS, etc. At the same time, the key market trends are localization, multicurrency, the merger of e-commerce and fintech and regulatory tightening. In 2024, Uzbekistan received $8.6 billion through traditional money transfer channels, an increase of 14% compared to the previous year, while in the P2P transfer segment, the growth rate exceeded 50%. According to the expert, the e-commerce market of Uzbekistan is demonstrating no less rapid development as well.

Such initiatives have already been successfully adopted in the UK, Japan, Singapore and Hong Kong, and they can become an important tool for strengthening trust in the financial system of Uzbekistan. 

At the session “Banking business under transformation. The best business cases of retail banking”, the participants discussed key technologies and cases that are reshaping the image of the banking business in Central Asia.

FI digital transformation practice leader, who noted that low customer engagement affects the profit of banks in Uzbekistan. According to the expert, while Uzbekistan is moving forward in its digital development, there is still a significant potential for the acceleration of this process. Thus, the digitalization related expenses of the republic's banks in 2024 accounted for a mere 0.5% of profit, while similar global indicators are within 12%.

Arman Assakayev, Head of non-profit organization FinTech AI Center (Kazakhstan), raised the issue of public and private data democratization for AI. According to the speaker, data is getting more expensive with every passing year (by about 11% annually), while the price growth rate is expected to reach 15%. At the same time, the combination of confidential computing technologies and synthetic data allows for the implementation of a number of projects for secure data sharing, which significantly reduces costs. This is the approach proposed by a special platform developed for the purpose of data democratization.
