Law on blocking scam calls and text messages from abroad via spoof numbers came into force

Operators are no longer allowed to change the connection initiator’s number or unique identification code that must remain unchanged.

The law signed by Russian President Vladimir Putin on July 2, 2021 came into force on December 1. Telecom operators will now block calls and text messages from abroad to Russia via spoofed numbers. 

The law obligates the operators to stop provision of communication and traffic routing services immediately upon detection of a connection via a Russian number outgoing from the network of a foreign operator, unless the calling subscriber is a client of a domestic operator located abroad, or in case the connecting operator does not have a subscriber’s number or identification code.

The new law also amends Law 126-FZ “On Communications” to clarify that, from now on, the operators may not change the connection initiator’s number or unique identification code that must remain unchanged. Text messages will be blocked similarly to calls.
